Sea Grant is pleased to present the Tom Dowd Port Management Papers. During his distinguished career with Washington Sea Grant, Tom was awarded the Professional Port Manager (PPM) designation by the American Association of Port Authorities (AAPA). AAPA also awarded him its Distinguished Service Award.
     During his 18 plus years of working with the AAPA and its member ports, Tom served on eight AAPA Standing Committees, coordinated the AAPA Executive Management Conference, attended (either as a student or an attendee) 48 AAPA Seminars, spoke at seven other AAPA seminars/functions, and served on numerous ad hoc AAPA committees and AAPA/Maritime Administration (MARAD) projects.
     Tom also worked closely with the Canadian ports, mainly through the Canadian Ports and Harbours Association (CPHA).
     In addition to working directly with the ports, Tom served on several committees of the National Research Council. He also received the designation of Fellow from the Chartered Institute of Transport of the United Kingdom, its highest award.
     Good management practices are never out of style. These papers present basic management principles that are highly relevant in today’s market. We hope you find them useful to your organization.
